Introduction
This document is meant to outline a new gang system that would hopefully bring higher quality role play to Legacy. This new system is still a work in progress and subject to changes.

Gang Types
  • Criminal Syndicate
    • A criminal syndicate is meant to be a more professional organization, where the name of the game is secrecy and order. These organizations would mimic groups like mafias, cartels, etc.
    • These groups can have up to 20 members and control areas like the import of cocaine, processing of narcotics, gun running, and the garbage HQ.
  • Street Gang
    • Street gangs are more of your loud and proud groups much like the real life gangs in Chicago, Los Angeles, etc.
    • These groups can have up to 16 members and control areas like drug sale locations, mechanic shops, and specific roads that many people use.
  • Other
    • Creativity is always appreciated, so if someone thinks of a gang type that falls outside of the boundaries of a criminal syndicate or street gang, then they are more than welcome to explain the idea in an application for consideration for whitelisting.
  • Additional Information
    • These gangs are meant to reflect their organization type and if they begin to stray from their purpose, for example, a criminal syndicate begins acting like a street gang, then they will be reclassified as such. Reclassification would result in reduction of gang size and forfeiting of turfs associated with their gang type.

Gang Wars
  • Gang wars take place when two organizations have a dispute that needs to be settled with the sword rather than the pen.
  • Drive Bys
    • Drive bys would be acceptable on the turfs belonging to the gangs you are at war with.
    • For example, if the Vagos (who live in Jamestown) are at war with the Grove Street Families (who live on Forum Drive) then the Vagos could do a drive by on the Grove Street Families gang members who are hanging around forum drive.
    • See rule 1.1 and 1.2 on rules regarding drive bys.
  • Turf war
    • The gang leaders of the two rival gangs can discuss OOC a time for a turf war, where members will fight in a particular turf to end the gang war.
    • For example, if the Red Mafia (who run the import of Cocaine) are at war with Spectre (who runs the processing of weed), the leader of Spectre could message the leader of Red Mafia that his gang wants to fight the Red Mafia on their turf, on a certain day and time. If the Red Mafia are defeated then the war would be over and Spectre could take Red Mafia’s turf. The taken turf would be placed on a cooldown for take over of one week from the day it was taken.
    • Budding off that example, if Spectre were defeated while fighting for the Red Mafia’s turf, then the war would be concluded and a cooldown on another war between these two gangs would begin lasting one week from the day it ended.
    • Once a gang declares war on another gang, they will not be able to declare another war for at least two weeks. This is to prevent gangs from constantly losing wars then immediately starting a new one.
    • Turf wars may also be fought over things besides control of a turf. For example, to gain access to another gang's goods/services, or demand some kind of change from the gang. Like taking a turf, these changes/exchanges would have a cooldown of one week from the day the gang war ended before they could be changed again.

  • Kidnappings
    • If during a gang war, a member of a certain gang is kidnapped and executed, then they will be ineligible to participate in a turf war.
    • The purpose of this is to add an element strategy to gang/turf wars, where smaller gangs can try to take out members of a larger gang to even the playing field.

Gang Meetings
  • Twice a week, every whitelisted gang will meet IN THE CITY to discuss any issues or disagreements.
  • Each gang is to send no more than THREE MEMBERS to this meeting.
  • A head of the meeting will be voted on by the members present and will remain the head until impeached by a simple majority.
    • The head acts as a person that sets the agenda of the meetings and can vote as a tiebreaker if needed.

Alliances
  • Alliances are meant to allow cooperation between gangs, for example if the Red Mafia are in charge of the import of Cocaine and the Cartel is in charge of the import of guns, then they may enter an alliance to share each other's products.
  • Alliances are not meant to create “super gangs.” In other words, just because two gangs are in an alliance with each other does not mean they can help each other in gang or turf wars.

Criminal Syndicates
  • These are the suppliers of the criminal world. These gangs control how contraband comes into the city.
  • The main goal of criminal syndicates should be secrecy and efficiency.
  • These organizations should seek to create ties to the smaller street level gangs to distribute their products.
  • A good example of how a criminal syndicate would act is this:
    • The mafia controls the importation of illegal guns to the city. They would distribute these things two the street gangs.

Street Gangs
  • Street gangs are the more loud and proud organizations. They are meant to be recognizable by everyone in the city and when police see them they should be scared.
  • The main goal of these organizations is distributing contraband in the city. This could be guns, cocaine, weed, or anything else that would piss off the police.
  • These groups should constantly be competing for control over distribution and selling of drugs and guns.
  • A good example of how a street gang would act is this:
    • The vagos street gang wants to control the sales of cocaine at the cocaine sale location. Therefore, the leader of the vagos finds a contact within the mafia, which is the group controlling the import of cocaine bricks. Using this contact the vagos order cocaine bricks and process them into bags to sell. The vagos then sell these bags to the people of Los Santos and to up and coming criminals.

Warning/Strike System
  • Because being a whitelisted gang is a privilege, the strike system is meant to be more harsh. Each gang can rack up a total of five strikes before being removed.
  • You can get strikes from both your RP as a group or as individuals. For example, if a member of your gang gets a server strike for Random Death Match, a strike would also be issued to your group. Another example could be your group violating one of the white listed gang rules.
  • There will be an appeal process in place where strikes can be appealed. Another way to remove a strike would be to remove the member that got the strike.
